House Democrats Who Voted to Eliminate Promise Scholarship, Cut Revenue Sharing

by: wizardkitten

Thu Oct 01, 2009 at 09:40:24 AM EDT

Here are your names from Gongwer, who made it easy. First, the Promise Scholarship/Higher Ed. budget.

Fifteen House Democrats supported the measure:

Rep. Ed Clemente (D-Lincoln Park),
Rep. George Cushingberry Jr. (D-Detroit),
Speaker Andy Dillon (D-Redford Twp.),
Rep. John Espinoza (D-Croswell),
Rep. Richard Hammel (D-Flushing),
Rep. Michael Lahti (D-Hancock),
Rep. Richard LeBlanc (D-Westland),
Rep. Gary McDowell (D-Rudyard),
Rep. Mark Meadows (D-East Lansing),
Rep. Tim Melton (D-Auburn Hills),
Rep. Roy Schmidt (D-Grand Rapids),
Rep. Mike Simpson (D-Jackson),
Rep. Jim Slezak (D-Davison),
Rep. Dudley Spade (D-Franklin Twp.),
Rep. Jon Switalski (D-Warren).

Republicans had only one member jump ship on the vote; Rep. Sharon Tyler (R-Niles) opposed the bill that includes the elimination of the Promise Grant to college students.

Rep. Fred Miller (D-Mount Clemens), who opposed the budget, said he was troubled that his party is in the majority yet it is making decisions to cut programs "we used to stand for."

"It feels like a total betrayal," he said.

Well, Fred, just think of all those people who went out and knocked on doors, raised and donated money, and put a lot of time and effort into electing Democrats to run the House. Little did they know they were working for Mike Bishop.

So, yeah. Passing Republican budgets with Republican votes is betrayal of the worst kind. It's a betrayal of the intent of the electorate, who threw the Republicans out of power for a reason.

Here are the Democrats who voted to cut revenue sharing:

Democrats who supported the bill were:

House Majority Floor Leader Kathy Angerer (D-Dundee),
Rep. Pam Byrnes (D-Chelsea),
Rep. Bob Constan (D-Dearborn Heights),
Rep. George Cushingberry Jr. (D-Detroit),
Speaker Andy Dillon (D-Redford Twp.),
Rep. Kate Ebli (D-Monroe),
Rep. John Espinoza (D-Croswell),
Rep. Richard Hammel (D-Flushing),
Rep. Michael Lahti (D-Hancock),
Rep. Richard LeBlanc (D-Westland),
Rep. Gary McDowell (D-Rudyard),
Rep. Tim Melton (D-Auburn Hills),
Rep. Mike Simpson(D-Jackson),
Rep. Jim Slezak (D-Davison)
Rep. Dudley Spade (D-Franklin Twp.).

Rep. Tory Rocca (R-Sterling Heights) broke with GOP ranks to oppose the bill. (MIRS adds Kevin Green R-Wyoming, to the list as well)

There is time for atonement. Thirty days in fact.

House Democrats can still make this right, and do what they promised us they would do - protect Michigan's priorities of education, health care, and public safety.

If they still choose to side with Mike Bishop and the Republicans after all of this - it's time to find some Democrats who will put the needs of this state and its citizens above all else.

People like Mike Prusi, who have the courage to stand up to bullies like Mike Bishop.

Mr. Prusi was unbowed and said rejecting immediate effect would hopefully force Mr. Bishop to reconsider the revenues Senate Democrats have proposed, such as decoupling from the federal estate tax and the physicians tax.

"They've slashed and burned and wrecked their way through state government and now they want to point the finger," he told reporters. "He has to come to the table and solve these problems without making it his way. His one-way, all cuts budget is just a load of crap and we're not going to buy into it."

Find me Democrats like that. Until then, don't bother asking for my vote.

I'm mystified by LeBlanc's votes (4.00 / 3)
Westland is safe Democratic territory. So safe in fact that LeBlanc didn't even have a Republican challenger last year.

Currying favor with Dillon (4.00 / 3)
.... is all I can figure. Same goes for Cushingberry.

I hold the whole House responsible. If this is the leadership they want, they get what they deserve.

I actually owe them all a "thanks" though. I've often wondered just what it would take to get me not to vote for a Democrat.

Now, I've found the line, and the line was siding with Mike Bishop. The guy is a sociopath. He insists on cuts that will destroy this state and put people's lives in danger, and he shut down the government out of pure spite when he didn't get his way.

I won't support that, and I won't support people who support that.

Meadows Is Rubbish (4.00 / 3)
For Meadows of East Lansing to vote against his own communities interests is so inexecusable. Where are the Meadow recall petitions because I am circulating them?

Why would LeBlanc.... (4.00 / 1)
want to suck up to Dillon?  Dillon will be term limited soon.  It's not like Dillon has a chance it the Democratic primary for governor.  I can't understand why LeBlanc would vote against Democratic principles to look good to a politician who will be out of office in a year or so.  Whatever LeBlanc's reasoning, I look forward to not voting for him....again.

[ Parent ]
LeBlanc... (4.00 / 4)
is an anti-choice, Dillon sycophant.  He was gobsmacked when I called him out on his anti-equality, anti-choice position during the 20098 elections.  At this point, I figure anyone who gets in bed with Dillon deserves what they get.

LeBlanc is my rep. (4.00 / 2)
I never liked him and already don't vote for him.

Now is as good a time as any (4.00 / 3)
It's time to talk about candidate recruitment. I'm astonished at the pathetically low quality of many House Democrats. Either the talent pool is horrible or the party mandarins are deliberately choosing clueless wind-up toys because they're more likely to follow orders. Either way, we're not getting the representation we deserve.

There is an indication (4.00 / 1)
That the revenue sharing cuts were in fact a hostage situation - Bishop wouldn't give immediate effect on the continuation at first, and it looks like he perhaps demanded this vote. Don't know exactly. Here is Dillon's feeble excuse:

Speaker Andy Dillon (D-Redford Twp.) told reporters after the vote that he had enough votes to pass general government originally, but there was some trepidation among members.

"They just want to know this arrangement is going to come together," he said of restoring the revenue sharing cuts in a supplemental. "I believe it will."

He said in order to get the continuation budget in place it was necessary for the House to pass the general government budget.

Right. And you were going to get the budget done on time. And you where going to present a solution by the "end of the day". And you were going to do all these things, but in the end, it all blew up.

It's October 1st, and we still don't know what the House plan is.

Thank You Senator Prusi (4.00 / 3)
It's good to see a Democratic lawmaker who understands how to deal with Bishop.

I called Slezak (4.00 / 3)
He's been blasting out email updates about the budget situation for the past week, and this is what he wrote yesterday:

We have to protect local fire and police protection to keep our families and communities safe. We can't afford to endanger our residents and drive away job providers by taking more first responders off the street.

We have to protect Promise Scholarships, which help nearly 100,000 students train for 21st century jobs while creating the educated workforce we need to attract emerging industries. We cannot close the door on affordable access to college for middle-class families.

I called his office this morning to express my unhappiness between the message of support he sent in his email and his vote to make these cuts. I told them I felt like he was manipulating his constituents, and I wanted to know how he justified voting for the cuts after saying he wanted to protect them.

On the Promise Scholarships, the woman who answered the phone said he voted to eliminate them because it is Slezak's understanding that they're being replaced with a MI Future Scholarship that will receive even more funding. Has anyone heard about that?

On the revenue cuts, she wasn't sure why he voted the way he did. (I do, he's a DINO.) She took my phone and email address and said she'd have him get back to me with an explanation. I told her I certainly hoped he did, otherwise, I was writing a letter to the Flint Journal and area newspapers expressing my displeasure over the disconnect between his emails and vote.

I don't like being played by a politician and it certainly seems as though sleazy Slezak played me.

This is going to be the game (4.00 / 3)
... from these House Dems.

They will fight for you "later".

Sorry, no excuses. They have the majority. They elected Speaker Dillon to the leadership position, and they can remove him if they choose.

House Democrats - all of them - own this whole thing at this point. Right now. They got in bed with Bishop when they kept Andy as their leader. Bishop has made it clear he has no intention of moving to protect education, health care and public safety. He wants these cuts.

Don't care about what they "promise" next, you'd be a fool to believe them as long as they continue on this path.

They have 30 days to put their money where their mouth is. They can stand up right now, or don't bother with the begging for support in 2010.

All of 'em.

Glad to not see Dan Scripps' name (4.00 / 7)
is not on either list, and I did not expect to see it. As a first term representative from a traditional Republican district I applaud Dan for his courage and would love to see him in a position of leadership in the House.....SOON.

Some well deserved bashing of the Dinos who did vote for those cuts but let's also focus on those who did not support the Bishop/Dillon agreement and make sure they continue to have our support.

The direct use of force is such a poor solution to any problem, it is generally employed only by small children and large nations.

Alpena County sends message to state (4.00 / 3)
They took steps to withhold payments to the state over revenue sharing cuts earlier this week:

The Alpena County Board of Commissioners unanimously approved a resolution that states the county will attempt to withhold payments to the state to match payments the state hasn't sent the county.

Chairman Cam Habermehl wasn't sure if the county would be able to actually withhold the payments - the resolution states the county would "explore every legal means of withholding" payment - but hopes the resolution raises the eyebrows of legislators in Lansing.

"I think it's more sending a message to the state ... do I think we can actually (withhold payments), probably not," Habermehl said.

The article goes on to say a point of contention between counties (plural) and the state has been the fear the state would cut revenue sharing funding.

What a fine mess Lansing has made of things, eh? There aren't too many people happy with them at this point.

Gotta love Fred Miller... (4.00 / 4)
Hands-down my favorite member of the House. And what's up with Mark Meadows? He reps East Lansing and he has his eye on Gretchen Whitmer's seat (assuming she vacates it to run for AG, and all signs are pointing in that direction), and he votes to cut off funding for college students? Oy.

Democrats call for Dillon, Bishop to resign (4.00 / 2)
This just in...the Justice Caucus--the Dem party's progressive caucus--just issued a news release calling for the DEMOCRATIC speaker to resign along with Bishop. There are some real players on the Justice Caucus board so this is interesting. Including Rep. Fred Durhal Jr, AFL's Mark Gaffney, Rep. Mary Valentine.  Hmm.

Copy of the Release (0.00 / 0)
Can you provide one? I don't see anything on their web site just yet.

Link (4.00 / 1)
Here's the release. Recommend everyone read it.

Excerpt:

Michigan deserves better.  It is time for new leaders in both the House and the Senate. It is time for Democratic State House Speaker, Andy Dillon, and Republican State Senate Leader, Mike Bishop, to relinquish the pretense of leadership and step down from their roles.  There are other smart, dedicated legislators in both chambers with a vision of a better Michigan.  It is well past time to let new leaders use their skills to craft a budget Michigan needs and deserves.  Legislators in both parties in both chambers should call for a vote of "no confidence" and demand new leadership.
