Andy Dillon's Epic Fail

The results are now in on the impact of Andy Dillon's gamble on his surrender agreement with Senate Obstructionist Leader Mike Bishop (R-Hair Gel).

Gongwer, in an article entitled "FY '10 Plus 28: Senate Appears to Kill Dillon's Revenue Strategy," details the failure of Dillon's fling with Bishop:

A controversial tax on physicians failed overwhelmingly Wednesday in the Senate, scuttling not only the plan to use the tax as a way of triggering hundreds of millions in federal Medicaid money but also House Democrats' hope of passing revenue increases to restore some of the budget cuts they just approved.

. . .

Further, Wednesday's vote signals the apparent end of Mr. Dillon's strategy to pass budget bills based on cuts and then try to pass revenues as a way of restoring some of those reductions, Mr. Switalski said.

Gongwer describes Dillon's embrace of Mike Bishop, Dillon's flawed strategy on the Dillon-Bishop agreement, which Dillon has never made public or shared with other Democrats, and notes that Dillon is "at a loss" on what to do next:

House Speaker Andy Dillon (D-Redford Twp.) whose surprise decision to embrace the Senate Republican concept of closing a $1.2 billion deficit in the 2009-10 budget with only spending cuts and federal stimulus money, and no tax increases until after the Legislature had passed budget bills was at a loss as to what House Democrats would do now.  He had sold House Democrats on the idea of passing new revenues and a supplemental to restore some of the cuts.

For months House Democratic Speaker Andy Dillon and Sen. GOP leader Mike Bishop have walked pretty much arm and arm through a budget writing minefield and for a moment it looked as though they would emerge with their trusting relationship intact.

Forget that.

Apparently Andy's man-crush is waning.  Gongwer again:

Mr. Dillon said he's "not happy" with Mr. Bishop's actions and added "it doesn't help" their relationship

Mike Bishop took Andy Dillon and his House Democratic Caucus to the cleaners.  Mike Bishop wins.  Andy Dillon and Michigan citizens lose.

Hey, House Democrats, how's Andy Dillon's "leadership" working out for school children in your districts, vulnerable senior nursing home residents in your districts, college students in your district, and police officers and firefighters in your district.

Even Dillon now recognizes the problems resulting from his failed agreement, as quoted by Gongwer, Dillon says:

"And now we have a serious problem with the (Department of Community Health) budget ... nursing homes closing, a lot of kids are going to get thrown off Medicaid."

Andy Dillon has led House Democrats over a cliff like lemmings.  They should have listed to Granholm, who has consistently helped Democrats win elections in Michigan since 1998,  Back to Gongwer, one last time:

Ms. Granholm had viewed Mr. Dillon's strategy with skepticism, questioning why majority Republicans in the Senate would support revenues once budgets based on spending cuts had cleared the Legislature.

Skubick also agrees that Dillon got this one wrong and Granholm called it right:

And who is that over there whispering, "I told ya so?" Why it's governor Jennifer Granholm who somewhere along the line probably warned Dillon not to trust Big Mike.

In 2010, remember the Dillon-Bishop surrender agreement and those Democrats who supported capitulation and Andy Dillon's epic failure.

I took out the AP picture (4.00 / 1)
Although it is the "shot of the year" from AP photog Al Goldis, I believe that we would need permission to use it.

As a photographer who has had people (Republicans, mostly) use my pictures without my permission, I don't want to see us violate copyright like they do.

The AP might not even complain, but why take the chance...

If you do have permission, let me know and I will gladly restore it. It's a classic.

Great editorial in the LSJ today about how any legislators who are complaining about this budget need to STFU.

They elected this "leadership", they stood by while this happened as members of the Dem caucus jumped ship and voted with the Republicans - now they all have to live with the consequences.

Quite frankly, the complaints now disgust me. If they have a problem with Dillon and the rest of his posse, they can throw them out.

Calley and Whitmer have a fig leaf of an excuse in the fact that they are both members of the minority party of their chamber. For folks like Bauer (and Meadows and Byrum), no such excuse exists. If they don't like the course taken by the House, they have only themselves and their legislative friends to blame.

The rules of the Michigan House vest a huge amount of power in the speaker. Based on the complaints from Bauer and others, does a rank-and-filer's utility in the Legislature end once a vote is cast for speaker?

Read the whole thing. It's good.

The institutional groups who historically use their members money to support the House Democratic Caucus are on notice that it would be a breach of their fiduciary duties to use any members money to support any member of the current House Democratic Caucus for re election or election to any other office. While it is hard to believe that a caucus could sink lower than the last 3 House Republican Caucuses, clearly the Dillon led Democratic caucus has spiraled lower than the lowest.

    After the gross misconduct of the past few years how could anyone, really anyone, trust Mike Bishop??? Dillon is done. No matter what he runs for, people will just remember how clueless the idiot is. The house Dems should be ashamed.

The Freshmen House Dems have to be a very dumb crew to follow Dillon over the cliff into one the greatest legislative failures in the last 50 years. Hopefully they will learn enough to spit after they ever say the name "Andy Dillon."

To be fair you might want to see how those Freshmen Dems have voted on many of these budget issues.  They are a minority within their own caucus.

yet our Democrats in the state legislature did not or if they did they did nothing to stop it? I had it and and done supporting the Democratic Party at the state level.

I imagine a few of them want to kiss Dillon's ass because of the money. Play nice with the leadership; receive more for your campaign considerations. Words of favor uttered to lobbyists and special interest groups, who really run things down there. Keep your seats on committees. Etc and so on.

I can't throw out all the state level Dems because there are some good ones there that deserve support (Whitmer comes to mind) - but I hear ya. If all they are going to do is roll over for Bush Republicans like Bishop, why bother?

I will still support, but it will be on a individual basis, and not the State Party as a whole. Not a party that gives us a dumb ass like Andy Dillon for the leader of such an important political body.

We are at a critical pivot point I think (4.00 / 2)
While we should judge Dillon and the House leadership harshly for their incompetence, I think the next few days and weeks ahead will be the true test for the entire caucus.  If they continue to follow Dillon despite his failed leadership, then they are signing their own political death sentences. But if they absorb the failure, come to understand it, own it and join with their progressive base to develop an effective counter to Dillon then I say we grab that outstretched hand firmly.  The 2010 election will shape politics in Michigan for a decade.  We can't let Dillon's personal agenda and political failures put us in a ditch for the long term.  Not if we have a chance to recover from his failures.

Not Too Late To Dump Dillon Whose Speakership Will Be Known As "The Epic Failure" (4.00 / 1)
Even if it failed, if the House Dems were try to dump the Dillon leadership team, the people and groups who normally support Democrats would have some hope. As things stand, everyone would be better off with a Republican controlled House than a House that is ostensibly Democratically controlled, but that implements Republican policy. The Dillon House just gives cover and credibility to Republican policy while creating false hopes among those who look to Democrats for good government. The result is a bitter cynicism that rightfully leads to the conclusion that none of the House Democrats are worth supporting.

The general public doesn't really realize that this was a Republican budget passed with majority Republican votes. There is a reason why Bishop clings to the word "bipartisan" - it gives him total cover for what is happening here.

Springing this shit two weeks before the budget was due didn't give anyone time to react and try and stop it. It was too late. And it just might cost us dearly in 2010 - and you can thank the House leadership for it all.
